It's the only way to report, unfortunately. So saying it's the best way is by definition incorrect. You gotta have at least three options to name any particular one among them as best (if two options, then you can only describe one as better. Sorry, bad memories from the SATs.)
Some here have said it "works." But there's also the consideration of degree of effectiveness. One reporter might check after a few days or so and be pleasantly surprised to find that there has been action taken against the person whom he reported. But for every person who's pleasantly surprised, there are lots of others who likewise made legitimate reports who will never see any results.
We all know the real issue is how much effort and resources are dedicated to this problem.
